The City of Carlsbad is committed to addressing the problem of homelessness in our community and has devoted local resources toward this goal. To meet the goals of the City Council's 5-Year Strategic Plan, staff are implementing an updated Homelessness Action Plan to reduce homelessness and its effects on the community. 

The Homelessness Action Plan continues the city's strategy of focusing on programs that will make the biggest difference for Carlsbad.

 

Progress updates

Staff provide regular progress updates to the City Council on the progress made toward reducing homelessness and its effects on the community. The annual report for fiscal year 2022-23 was shared in November 2023.

City homeless program seeing positive results

City staff reported Tuesday that steady progress continues on efforts to reduce homelessness in Carlsbad.

During the third quarterly report of the fiscal year, covering January through March 2022, the city helped 12 people experiencing homelessness transition into permanent housing. This brings the total to 50 who have successfully transitioned off the streets since the city's fiscal year began July 1.

Other progress for this three-month period reported at the June 7 City Council meeting, includes:

  • 16 encampment cleanups
  • 39 people placed in temporary shelters
  • 309 people provided with information, referrals and other services to help them get off the streets

 Homeless Point in Time Count Report

Other activities that took place during this timeframe included:

  • The results of the annual Point in Time Count, which found 118 people experiencing homelessness in Carlsbad, a 20% decrease compared to the last count in 2020
  • Continued operation of a limited term emergency hotel voucher program, which has assisted 22 households since it began operating in November, with 17 of those transitioned to short-term shelters or permanent housing.
