The City of Carlsbad is committed to addressing the problem of homelessness in our community and has devoted local resources toward this goal. To meet the goals of the City Council's 5-Year Strategic Plan, staff are implementing an updated Homelessness Action Plan to reduce homelessness and its effects on the community. 

The Homelessness Action Plan continues the city's strategy of focusing on programs that will make the biggest difference for Carlsbad.

 

Progress updates

Staff provide regular progress updates to the City Council on the progress made toward reducing homelessness and its effects on the community. The annual report for fiscal year 2022-23 was shared in November 2023.

Homeless program results in 62 finding housing

The City of Carlsbad helped 62 people experiencing homelessness transition into permanent housing during the 2021-22 fiscal year, one of several key milestones in the city’s efforts to reduce homelessness in Carlsbad.

The Year in Review data was presented to the City Council on Tuesday as part of the city’s fourth quarterly report on reducing homelessness. Last year, the City Council made addressing homelessness one of its top priorities for the 2021-22 budget year and approved a comprehensive work plan to support that goal.

Additional progress during the past fiscal year included:

  • 110 people placed in temporary shelters
  • 50 encampment cleanups
  • 749 people provided with information, referrals and other services to help them get off the streets

Homeless Response, year in review, metrics, data

The report primarily focused on the city’s efforts during the fourth quarter of the fiscal year, covering April through June. Progress during that three-month period included:

  • 12 people transitioned into permanent housing
  • 17 encampment cleanups
  • 14 people placed in temporary shelters
  • 324 people provided with information, referrals and other services to help them get off the streets

Other activities that took place during that timeframe included:

  • Adding two clinicians at the La Posada de Guadalupe shelter through a grant approved by the City Council in May. Both the city and Catholic Charities Diocese of San Diego, which operates the shelter, want to expand it to serve more people, but doing that requires some changes, including hiring more staff with clinical expertise. The agreement approved by the City Council will allow the shelter to hire two more clinicians. Catholic Charities is now recruiting for those positions.
  • Hiring a consultant to provide additional training and technical assistance to help Catholic Charities more effectively operate La Posada as a housing-focused shelter.  
  • A mobile Homeless Court and Resource Fair, hosted in partnership with the County of San Diego to help connect people experiencing homelessness with services and resolve their legal problems.
  • Continued operation of a limited term emergency hotel voucher program, which has assisted 37 households since it began operating in November.
