The City of Carlsbad is committed to addressing the problem of homelessness in our community and has devoted local resources toward this goal. To meet the goals of the City Council's 5-Year Strategic Plan, staff are implementing an updated Homelessness Action Plan to reduce homelessness and its effects on the community. 

The Homelessness Action Plan continues the city's strategy of focusing on programs that will make the biggest difference for Carlsbad.

 

Progress updates

Staff provide regular progress updates to the City Council on the progress made toward reducing homelessness and its effects on the community. The annual report for fiscal year 2022-23 was shared in November 2023.

Carlsbad makes progress on efforts to reduce homelessness

The City of Carlsbad helped 18 people experiencing homelessness find permanent housing between July 1 and Sept. 30, 2022, one of several key milestones toward the city’s goal of reducing homelessness.

Other progress for this three-month period, includes:

  • 33 encampment cleanups
  • 21 people placed in temporary shelters
  • 247 people provided with information, referrals and other services to help them get off the streets

The city’s homeless response team shared the progress Tuesday in a quarterly update on the City Council’s goal to reduce homelessness. Part of the goal includes providing regular updates to ensure progress is being tracked and efforts adjusted as needed.

At Tuesday’s meeting, the City Council voted to continue operating an emergency motel voucher program, which has assisted 51 households since it began operating in November 2021, with 36 of those transitioned to short-term shelters or permanent housing. The City Council voted to appropriate $60,000 to maintain voucher availability through the end of the fiscal year.

The program helps the city enforce no camping laws and address public safety and quality-of-life concerns related to homelessness and public spaces.

Goals and work plan progress

The City Council’s goal to reduce homelessness was updated in October 2022 as part of the 5-Year Strategic Plan. The new goal is to enhance the quality of life for everyone in Carlsbad by adopting and implementing an updated Homeless Response Plan that addresses the complex needs of individuals experiencing, or at risk of experiencing homelessness, in a compassionate and effective manner and reduces the impacts of homelessness on the community.

After the Homeless Response Plan is updated in early 2023, the City Council will consider a new Homeless Work Plan with objectives supporting the city’s goal to reduce homelessness. This latest quarterly update falls under the existing goal to reduce homelessness, supported by several programs and initiatives implemented under the 2021-22 Homeless Goal Work Plan:

  • Adding more homeless outreach officers and social workers
  • Working with others in the region to ensure Carlsbad is filling gaps not duplicating services
  • Creating the emergency motel voucher program
  • Working with Catholic Charities to expand the La Posada Emergency Shelter
  • Exploring how to utilize new state funding through Project Homekey to create interim or permanent housing
