The City of Carlsbad operates on a July to June fiscal year. The city budget has three main sections, the Operating Budget, which covers the day to day work of the city, like providing police and fire services, libraries, parks and recreation, and other core services; the plan for investing in digital infrastructure; and the Capital Improvement Program, which covers major construction projects. 

Fiscal Year 2023-24 budget

The Fiscal Year 2023-24 budget was adopted by the City Council at its June 13, 2023, meeting. It covers the time period of July 1, 2023, to June 30, 2024.

Public input

The public is encouraged to share their priorities with the City Council throughout the year. This can be done in writing or by speaking during the public comment portion of the City Council agenda. The annual budget is reviewed and approved during a series of meetings each spring. You can sign up to be notified of City Council meetings and get agendas and staff reports via email.

City budget receives award of excellence

The City of Carlsbad has received the Operating Budget Excellence Award from the California Society of Municipal Finance Officers for its Fiscal Year 2022-2023 Operating Budget.

The society recognizes entities with highly professional budget documents with two levels of certificates.

  • The Meritorious Budget Award requires the entity to meet a very specific list of criteria.
  • The Operating Budget Excellence Award is the highest level of recognition and requires that the organization meet even higher criteria, which effectively enhances the usability of the document.

Each agency considered for the state award is judged by impartial reviewers on different criteria including the format and layout of the budget, financial integrity of the document and the level of detail.

Why it matters
The City of Carlsbad’s Operating Budget communicates important information about city revenues and spending to residents, the community and elected officials. It directly reflects the city’s commitment to increase transparency, quality and accountability.

Budget documents are placed online where they are easily accessible so that residents can remain engaged and informed.

“We are very proud to have again been recognized for our outstanding efforts and for continuing the City’s ongoing high standards of stewardship of public funds and fiscal stability,” said Deputy City Manager of Administrative Services Laura Rocha. “This achievement reflects an organization-wide effort, with the hard work of the City Council, the Finance Department, and city staff from all departments helping to create a transparent and informative budget document.”

California Society of Municipal Finance Officers is California’s statewide association for municipal finance professionals. Their goal is to promote excellence in financial management through improving the work, integrity, and skills of their member base responsible for municipal and other local government fiscal policy and management.
