On Oct. 11, 2022, the City Council approved a five-year strategic plan with policy goals to reflect the most important priorities of the community. These goals are one way the city delivers on the Carlsbad Community Vision, a set of nine core values community members said were important to Carlsbad's future. The annual city budget contains the work plans and resource allocations to achieve the goals in the strategic plan.

How the plan was developed
The City Council identified the following main themes from the Carlsbad Community Vision to address in a five-year strategic plan:
- Economic vitality
- Sustainability and the environment
- Community character
- Quality of life and safety
- Organizational excellence and fiscal health
The public was then invited to share their ideas for each of these themes through public meetings, an online survey and a virtual ideas wall. View the public input report summarizing the key themes and feedback received.
The City Council adopted the final five year plan on Oct. 11, 2022. Now, each year when developing the annual budget, city staff include work plans to advance each section of the strategic plan.
