On Oct. 11, 2022, the City Council approved a five-year strategic plan with policy goals to reflect the most important priorities of the community. These goals are one way the city delivers on the Carlsbad Community Vision, a set of nine core values community members said were important to Carlsbad's future. The annual city budget contains the work plans and resource allocations to achieve the goals in the strategic plan.

How the plan was developed 

Step #1: Identify broad priorities

The City Council met Dec. 13, 2021, and identified the following main themes they wanted to address in a five-year strategic plan:

  • Economic vitality
  • Sustainability and the environment
  • Community character
  • Quality of life and safety
  • Organizational excellence and fiscal health

Step #2: Public input

In early 2022, the city invited community members to share their ideas based on the themes from the Community Vision through a survey and online ideas wall. The city also hosted a virtual workshop on Feb. 1 where the community shared additional ideas and heard from other residents.

Step #3: Refine goals based on input

The City Council met March 16, 2022, to consider the public's input and discuss specific projects and initiatives to include in the plan.

Step #4: Finalize and adopt plan

The City Council held a final meeting to adopt the five year plan on Oct. 11, 2022.
