The compensation of city elected officials and staff is a matter of public record. Elected officials' salaries are defined in the Carlsbad Municipal Code. The City Council is responsible for hiring two people, the City Manager and City Attorney, who enter into employment contracts defining their salaries and other compensation. The city has employee associations that negotiate salary and benefits, which are then memorialized in memoranda of understanding that must be approved by the City Council. A employees belong to an employee association except those at the manager level, who are not represented.
