The California Political Reform Act (Government Code Sections 81000-91014)

The California Political Reform Act requires many public officials and employees to file public, personal financial disclosure reports known as Statements of Economic Interests. Under the act, cities are required to adopt and implement a separate Conflict of Interest Code. Designated employees, board/commission/committee members and elected officials must file a Statement of Economic Interest Form with the City Clerk's Office. The designated filers and the types of economic interests that are required to be disclosed are listed in the the City of Carlsbad's Conflict of Interest Code.

FPPC Requirements

The Fair Political Practices Commission requires the Offices of the City Clerk that maintain a website to post a notification on that website related to Statement of Economic Interest Form 700 for 87200 filers. These are full disclosure filers and are required to disclose certain financial interests.

Additionally, candidates for elected positions are required to file a Candidate Statement. Candidates must file a Statement of Economic Interest Form 700 no later than the final filing date for the declaration of candidacy or nomination documents. Once filed, the form is a public document and must be made available to the public upon request.
