The City of Carlsbad operates on a July to June fiscal year. The city budget has three main sections, the Operating Budget, which covers the day to day work of the city, like providing police and fire services, libraries, parks and recreation, and other core services; the plan for investing in digital infrastructure; and the Capital Improvement Program, which covers major construction projects. 

Fiscal Year 2023-24 budget

The Fiscal Year 2023-24 budget was adopted by the City Council at its June 13, 2023, meeting. It covers the time period of July 1, 2023, to June 30, 2024.

Public input

The public is encouraged to share their priorities with the City Council throughout the year. This can be done in writing or by speaking during the public comment portion of the City Council agenda. The annual budget is reviewed and approved during a series of meetings each spring. You can sign up to be notified of City Council meetings and get agendas and staff reports via email.

City receives national award for budget presentation

The City of Carlsbad has once again been honored with a Distinguished Budget Presentation Award from the Government Finance Officers Association of the United States and Canada, recognizing the city’s commitment to meeting the highest standards of governmental budgeting.

This is the 18th consecutive year the city has received the award and the 22nd time overall. The recent award is for the city’s Fiscal Year 2023-24 budget, which was prepared by city staff and approved by the City Council in June.

To qualify for the award, a government agency must satisfy nationally recognized guidelines for effective budget presentation, including creating a budget that serves as a policy document, a financial plan, an operations guide and a communication tool.

“This award is the culmination of many months of committed effort put forth by our entire organization. It reflects the City Council’s direction, city leadership’s guidance and work from city staff across all departments," said City of Carlsbad Finance Director Zach Korach, who is in charge of coordinating the annual budget process. “We're honored that the city has once again been recognized by such a prestigious organization.”

In addition to recognizing the City of Carlsbad with the award, the association honored the Finance Department with a certificate of recognition for its lead role in preparing the annual budget.

The Government Finance Officers Association advances excellence in government finance by providing best practices, professional development, resources and practical research for its more than 21,000 members and the communities they serve.
