At a glance

The City of Carlsbad is replacing approximately 4,400 linear feet of aging potable water pipelines at six locations near the downtown Village, neighborhoods near Carlsbad State Beach and Terramar areas.
This work is part of the city’s ongoing program to increase water flow and reliability, reduce repair needs and minimize the chances of breakage and/or shutdowns in the future.
Potable water service will continue, though there may be temporary water disruptions.
Work is expected to occur in phases through summer 2024. Each location is expected to take between two and four months to be complete.

Construction schedule

Water pipeline replacements will occur in phases at six locations through summer 2024. Work at each location is anticipated to last between two and four months:

State Street alley, between Grand Avenue and Carlsbad Village Drive
Juniper Avenue, between Carlsbad Boulevard and Garfield Street
Hemlock Avenue, between Carlsbad Boulevard and Garfield Street
Garfield Street, between Chinquapin Avenue and the southern terminus of the street north of Agua Hedionda Lagoon
Tierra Del Oro Street
Shore Drive

Generally, work will take place Monday through Friday, 7 a.m. to 4 p.m., excluding federal holidays. For the State Street alley location, construction on Wednesdays will occur between 7 a.m. and 1 p.m. to avoid impacts to the weekly Farmers Market.

How it works

Crews will dig a trench in a portion of the roadway to replace the existing pipeline. Once the new pipeline is installed, the trench will be backfilled and resurfaced.

While construction is taking place, impacts could include:

Some temporary water disruptions. Advanced notice will be provided for any anticipated.
Temporary road closures, traffic rerouting, parking and access restrictions will be in effect during construction hours. Temporary “No Parking” signs will be posted at least 72 hours before work begins, where required. Vehicles in violation of signs will be towed.
Material, noise and equipment should be expected as crews move through the construction areas.
