The table below is designed to assist the public in determining when permits are required from the City of Carlsbad, the Department of Housing and Community Development (HCD) or both.  Please refer to HCD Manufactured Home Alterations and Permit Guidelines (HCD MH 604) for an extensive list of alterations to the mobile home or manufactured home that require a permit from HCD.  This list is meant to assist with the clarification of overlapping permits between the City and HCD.  Please note that construction not requiring a permit must be constructed in a workmanlike manner, not present a hazard and be built to the relevant code(s).

Any raised surface over 8 inches high and more than 12 square feet in area requires a permit per CCR Title 25 section 1498& 1002 Definitions “Patio”).
