The City of Carlsbad's Growth Management Program was first created in the late 1980s in response to community concerns about the rapid increase in new housing and potential effects on Carlsbad's quality of life. Through a combination of a city ballot measure and a citizens committee, an award-winning approach to managing growth was created. 

As Carlsbad transitions into a time when most of the major new residential communities have been built, new tools are needed to ensure Carlsbad retains its small town beach community character in the future.
