This page highlights some of the major construction projects happening in Carlsbad. It does not include projects from non-city utilities and private development. See the look ahead map.

Because construction work is very dynamic, schedules can change for a wide variety of reasons, such as weather, availability of supplies and other factors.  If we expect a project to have a significant impact, we typically notify those in the immediate vicinity 72 hours in advance.

For projects along major roadways, you can look for digital message boards for notices about upcoming work that could cause delays or detours.

Although construction can cause temporary inconveniences, the good news is that we’re maintaining and improving our infrastructure year-round, and by keeping things up to date, we save money in the long run by avoiding emergency repairs. Regular maintenance also helps ensure you don’t experience a last-minute water shut off or road closure.

15-year project plan

The city's Capital Improvements Program maps out major projects and how they will be funded. Each year, the City Council approves this plan along with the city budget. See project map.

    Carlsbad Boulevard pedestrian improvements

    Post Date:05/31/2023 9:30 AM

Construction is underway on Carlsbad Boulevard at the pedestrian crossing in front of the Army and Navy Academy (between Mountain View Drive and Cypress Avenue) for an improvement project that will enhance visibility and safety for those crossing the street, as well as for bicyclists.

    What to expect during construction:

    • The sidewalk in front of the Army Navy Academy will be temporarily closed at times with flaggers assisting people through the work area. Pedestrians are encouraged to cross at Beech Avenue.
    • Bike lanes may be temporarily closed and the car lane narrowed at times, with cyclists and drivers sharing the road.
    • Please use caution, slow down and obey all traffic control signs in place.

    When will this happen?

    • Work will take place from 8:30 a.m. to 3:30 p.m. for approximately three weeks.
    • The city will complete this work as quickly as possible to reduce inconveniences and appreciates the public’s patience during construction.

As the city works to make the coast more accessible and safer for people walking, biking or driving, six locations along Carlsbad Boulevard will be improved as part of this project:

    1. Army and Navy Academy
    2. Oak Avenue
    3. Sycamore Avenue
    4. Maple Avenue
    5. Cherry Avenue
    6. Hemlock Avenue

What changes will be made? The crosswalks currently have existing rectangular rapid flashing beacons and improvements include:

    • Pedestrian-activated in-pavement flashing lights to accompany the flashing beacons.
In-pavement flashing lights help alert drivers that a pedestrian is about to cross or is crossing the street. The lights are only activated when a pedestrian pushes the button.
    • Curb extensions at five locations (all, except Maple). Curb extensions make pedestrians more visible to drivers and reduce the length people need to cross the street. They do not impact bicyclists in the bike lane.
    • Continental-style high-visibility crosswalk markings on Carlsbad Boulevard and the side streets.
    • Green painted bicycle lanes to clearly indicate bicycle and vehicle traffic conflict.

Once improvements are completed near the Army and Navy Academy, construction for the remaining locations are planned to occur in October 2023.
