This page highlights some of the major construction projects happening in Carlsbad. It does not include projects from non-city utilities and private development. See the look ahead map.
Because construction work is very dynamic, schedules can change for a wide variety of reasons, such as weather, availability of supplies and other factors. If we expect a project to have a significant impact, we typically notify those in the immediate vicinity 72 hours in advance.
For projects along major roadways, you can look for digital message boards for notices about upcoming work that could cause delays or detours.
Although construction can cause temporary inconveniences, the good news is that we’re maintaining and improving our infrastructure year-round, and by keeping things up to date, we save money in the long run by avoiding emergency repairs. Regular maintenance also helps ensure you don’t experience a last-minute water shut off or road closure.

Construction to start on Avenida Encinas
After Labor Day, the City of Carlsbad is starting construction along the southern part of Avenida Encinas. Work will begin at the Carlsbad Boulevard intersection and move north, ending at the Poinsettia coaster station.
The project enhances bicycle and pedestrian access by improving buffered bike lanes and crosswalks, and supports safer vehicle speeds.
What to expect during construction
- Access to homes and businesses will be maintained.
- Construction hours are Monday – Friday, 8:30 a.m. to 3:30 p.m.
- Traffic control will be in place impacting bike and car lanes. Please use caution in the area and share the road.
- Street parking may be restricted.
- Construction equipment will be stored nearby.
- Crews will work to minimize noise and dust.
- Please do not drive, walk or bike on newly resurfaced street until signs are removed.
Upcoming improvements
This project is part of the regionwide Coastal Rail Trail to enhance safety for all modes of transportation.
Enhancements include:
- Wider buffered bike lanes
- Green paint will highlight conflict zones between cars and bikes
- High-visibility crosswalks and ADA-compliant ramps
- Poinsettia Coaster Station driveway
- Embarcadero Lane
- Macadamia Drive
- Raintree Drive
- Windrose Circle
- Dory Lane
- Manage speeds by realigning and reducing driving lanes between Poinsettia Lane and Carlsbad Boulevard
- Intersection improvements and high-visibility intersection crosswalks across Avenida Encinas at:
- Poinsettia Lane
- San Lucas Street
- Portage Way
- Ponto Drive
- Carlsbad Boulevard
- New mid-block crosswalk with pedestrian signal at Avenida Encinas and San Carlos Street
Avenida Encinas as the Coastal Rail Trail
This is the second of three segments on Avenida Encinas the city is enhancing. The segment from Cannon Road to Palomar Airport Road has already been completed. The last segment from Palomar Airport Road to the Poinsettia Coaster Station is being designed.
