Changes in trash rates and billing

During the transition from Waste Management to Republic Services, Carlsbad customers will see two changes in their bills for solid waste services:

Direct billing from Republic Services

  • Previously Carlsbad customers paid for Waste Management’s services through either their city utility bill or by paying Waste Management directly, depending on their water district.
  • To make billing consistent for all customers in Carlsbad, Republic Services will bill residents and businesses directly, starting with the service period that began July 1.
  • Note, customers of the Carlsbad Municipal Water District will see a decrease in their future utility bills because they will pay Republic Services directly for their solid waste services portion of the bill, not through their water bills.

Two bills during transition

  • Waste Management and Republic Services use different billing cycles. Waste Management billed at the end of the month or “service period,” and Republic bills at the start of the service period.
  • As a result, during the transition from Waste Management to Republic, some customers may get two bills during the same month. However, these bills are for different time periods. Republic’s first bill is for the July and August service period. The final bill from Waste Management covers through the end of June.

Rate increase for new organics requirement

On July 1, the City of Carlsbad began an organics recycling program, provided through its contract with Republic Services, to comply with a new state law called SB 1383. This program requires additional trucks and infrastructure investments to collect organic materials from homes and businesses and turn them into compost. Organic materials include food scraps, food soiled paper, yard waste and other similar items that are biodegradable.

Homeowners associations

Some residents may have received a bill from Republic Services even though their HOA or property manager pays for trash services. If this was done in error, Republic Services will notify affected residents, close any duplicate accounts that may have been created and issue refunds if needed.
