Water & sewer billing

The City of Carlsbad is served by three water districts. To determine if your property is located in the Carlsbad Municipal Water District or another district, view the water district map.

For properties located within the Carlsbad Municipal Water District, contact the utility billing department at 442-339-2420 for utility service sign-ups, disconnects, installation and payment arrangements. Online self-service is currently not available to start/stop service.

For properties in the southern portion of the city, contact either the Olivenhain Municipal Water District, Leucadia Wastewater District or Vallecitos Water District (water and sewer) for utility service sign-ups, disconnects, installations and/or payment arrangements.

Trash & recycling billing 

Republic Services bills directly for all residential, multifamily, commercial, and industrial trash and recycling services. The City of Carlsbad no longer bills residential trash service through utility billing.

Requesting a service suspension
Residents may request a temporary suspension of waste collection services by submitting an application to the Sustainable Materials Management Division for review. Applications may be submitted online, by mail or in person:

  • Online: Complete and submit a web-based application. Upon completion, the online application will automatically be sent to Sustainable Materials Management Division staff for review.
  • By mail or in person: Complete, print and submit an application by mail or in-person to:

Any questions or concerns about the temporary suspension of waste collection service or questions about the request process should be submitted to the Sustainable Materials Management Division.
